Reviews, analyzes and approves all purchases where award is not made to the low bidder to ensure justification exists and policy is followed.Analyzes requisitions for quantity, specifications, and delivery requirements.Determines the method and source of a purchase.Develops recommendations for awarding formal bids and improving operating procedures and policies.Requirements
