Africare, Nigeria is set to implement two youth projects in Delta state, both with secondary school students:

The Youth Scholar-Athletes Development Project will support 300 students from five secondary schools and engage them in a school based program that develops skills in track and field events and supports academic excellence with a view to excelling in both areas to ensure competitiveness for admission to University programs. The project aims to empower Nigerian youth using track and field sports and prepare them for the future. The program is a two year program with expectation for further funding.

The Girls Peer Network (GPN) project will be a one year pilot training program for 240 girls in two secondary schools in Delta State, Nigeria aged 14 to 18 years. Utilizing a train- the- trainer model 40 selected secondary senior girls will co-create and administer educational sessions over one academic year for 200 junior secondary girls based on a needs assessment that identifies the key reasons for secondary non-completion. The program aims to promote knowledge in the short term and influence behavior in the longer term primarily among girls in the program.

M&E Officer, Delta Youth Programs

Overall Responsibilities

The M&E Officer/Youth Programs works under the supervision of the State Programme Manager – in Delta state, and will work closely with the Project Officer/GPN to document and coordinate the Monitoring and Evaluation activities of the project Additional administrative support and supervision will be provided by Delta state office staffThe M&E Officer/Youth Programs is responsible for providing supportive supervision to the Project Officers around the development of M&E tools and framework for the project.S/he will be responsible for monitoring, supervision and reporting of all data around activities.S/he will collate/analyze data, using the developed performance management tool, and provide timely reporting on project activities.S/he will ensure that data tools are in place in project schools.S/he is responsible for ensuring that all M&E reports due to the donor, are prepared and verified and submitted to her supervisors in good enough time for review at Country and HQ level before submission to the donor.S/he is specifically responsible for ensuring that the Pipeline Programmatic review for both projects is updated quarterly in time for PPR review meetings.

Specific Responsibilities
Under the guidance and supervision of the State Program Officer, The M&E Officer/Youth Programs will carry out the following responsibilities:

Ensure the delivery of quality project outputs and outcomes. Support the successful design and execution of a needs assessment and baseline study. Project Officer, Girls Peer Network
Reports To: State Program Officer

Overall Responsibilities

The Project Officer works under the supervision of the State Programme Manager - in Delta state Additional administrative support and supervision will be provided by Delta state office staff.The PO/GPN will work closely with teachers, peer educators and parent-teacher bodies to enhance specific learning outcomes to promote knowledge and influence behavior of beneficiaries around ensuring school completion.The project officer will be expected to liaise with community leaders, public officials and parents and caregivers to help develop a supportive environment for school completion promoting curricular and extra-curricular pursuits.The PO also coordinates training and mentoring of peer educators and provides supportive supervision for teachers to ensure they can independently run activities with the girls in the absence of the PO.The GPN Project Officer is responsible for providing programmatic, administrative and logistics oversight of the project in the two girls secondary schools.S/he will guide the development and deployment of the teaching curriculum, and will be responsible for supervising all the work done under this project by student peer educators, teachers and consultants.S/he will be responsible for monitoring, supervision and implementation and reporting of all data and activities.S/he will collate/analyze data, using the developed performance management tool, and provide timely reporting on project activities.S/he will ensure that data tools are in place in project schools.S/he is responsible for ensuring that all programmatic reports due to the donor, which include program and financial reports are prepared and submitted to her supervisors in good enough time for review at Country and HQ level before submission to the donor.

Human Resources/Administration Officer, Youth Scholar-Athletes Development Project

Overall Responsibilities

The Human Resources and Administrative Officer in Delta state will provide HR and administrative management of day-to-day office operations and all administrative grants management support for project managers in the Delta state office.S/He will ensure standards for work environment are observed and in compliance with donor requirements.S/he will help recruit and train new administrative staff for the state projects and strengthen procurement security, and general office maintenance.S/he will also supervise the state office staff in the areas of strengthening administrative and personnel policies and procedures, and sub grants management.S/he should be of a pleasant disposition and able to maintain a friendly and effective environment in the office.S/he must be self-motivated and energetic and able to set priorities.

Specific Responsibilities

Overall Responsibilities

The Project Officer will assist the Project Manager in the implementation of the Africare/Nigeria YSADP project.S/He will work under the supervision of the project manager to ensure implementation of the YSADP project in line with set goals and objectives.This function will focus on implementation of the project, ensuring that all tasks important for the implementation of the project are carried out.This person will be directly responsible for drafting and finalizing workplans, budgets, project activity plans on a weekly basis, arranging meetings and ensuring meeting objectives are clearly spelt out in advance and in line with project objectives.S/he will support the fostering of strategic networks and alliances, development of new, continuing and/or competing applications and administrative capacity building.S/He will provide guidance to, and conduct performance appraisal of project support staff including coaches and tutors paid by the project.S/he will be responsible for ensuring coaches and tutors abide by project policies and will be primarily responsible for identifying and responding to problems or impediments to project success.S/he will ensure compliance with donor requirements, ad support the Project Manager as S//he provides oversight on the activities of staff, coaches and tutors as well as liaise with relevant bodies, government organizations and other agencies for collaboration with the project to support program activities.
