Position Summary

Futures Group is recruiting for a short-term consultant to coordinate advocacy activities with the government of Lagos State through the Lagos State Ministry of Health and between the Federal Ministry of Health and the Lagos State Ministry of Health, under a BMGF-funded initiative to support the government of Nigeria through a Technical Support Unit (TSU) project. The goal of the position is to ensure Lagos state buy-in to the recently developed National Family Planning Blueprint, and the development of a state-level costed implementation plan (CIP) for family planning. The consultant will coordinate with the TSU national level personnel and other consultants as well as the FMOH family planning focal person for the TSU project. The consultant will, in collaboration with the National Advocacy Consultant, identify and coordinate advocacy and awareness-raising activities during a week-long advocacy trip to be made by staff members from the FMOH family planning team to Lagos, Kaduna and Oyo. This position is based in Lagos, Kaduna and Oyo, Nigeria.

Key Responsibilities

Work with project staff and consultants, and FMOH family planning staff to identify key stakeholders to be reached during the FMOH FP advocacy trip.Work with project staff and consultants to develop advocacy strategy that will lead to achieving goalsFollow up with identified stakeholders to organize meetings, including identification of meeting venue, invitations, and other meeting logistics. Coordinate with Lagos State Ministry of Health family planning unit to ensure protocol and logistical details are observed.Comment on advocacy materials developed by other members of project teamProvide limited follow up based on results of advocacy meeting.

Qualifications

Graduate level degree (MD, MA, MPH) in International Health, Public Health, Development or related program (coursework in Family Planning/ Reproductive Health/ Population Studies is preferred)At least 5 years of relevant experience in family planning policy and advocacy workStrong knowledge of family planning program issues at Lagos State level and in NigeriaExcellent judgment, conceptual and analytical thinking abilityAbility to communicate effectively orally and in writingProficiency in the Microsoft Office, ability to prepare professional PowerPoints and briefs, and work with editors, graphic designers, and local printers with a rapid turn-around timeGood diplomatic skills and experience interacting with Government of Nigeria agencies at federal and regional levels, development partners, and civil society organizationsExcellent written and spoken English is requiredLocal language capabilities are an advantageNigerian nationals strongly encouraged to apply

Background
The President and Commander-in-Chief of the Armed Forces of Nigeria, Dr. Goodluck Ebele Jonathan, GCFR, inaugurated the newly reconstituted board of the National Population Commission (NPopC) on June 26, 2012. The new Commission is to continue the mandate of the organization, to include:

Undertaking periodic enumeration of population through sample surveys, censuses or otherwise.Establishing and maintaining machinery for continuous and universal registration of births and deaths throughout the federation.Advising the President on Population matters; andPublishing and providing information data on population for the purpose of facilitating economic and development planning.

In 2013, the USAID-funded Health Policy Project (HPP), in collaboration with partners, facilitated a retreat to acquaint and equip NPopC members and staff with necessary information on population dynamics and family planning to meet their constitutional mandate. On the final day of the retreat, NPopC Commissioners drafted a road map for the review and revision of the 2004 National Policy on Population for Sustainable Development (NPP). Since that time, progress on the implementation of the road map has stalled.

Position Summary
Futures Group/HPP Nigeria is seeking a Consultant to work with NPopC to manage the implementation of the road map for the review of the 2004 NPP and adoption of a revised population policy at NPopC.

The consultant will be responsible for the following scope of work:
Provide logistics and technical support for road map implementation, ensuring benchmarks are met. Responsibilities include:

In collaboration with NPopC, facilitate meetings of the Population Technical Working Group (PTWG), the Population Management Committee and other actors charged with reviewing the achievements of the 2004 NPP and drafting the revised policy.Keep up to date documentation of all road map activities, building on challenges, achievements and lessons learned.In conjunction with NPopC, liaise with technical staff, civil society organizations, international partners, Government of Nigeria Ministries and Agencies and others involved in the road map implementation process.Other duties as defined by NPopC and HPP.

1.) Provide technical assistance on the review of the 2004 NPP and formulation of the revised policy.

2.) In collaboration with NPopC, provide subject matter expertise/technical assistance in demography, family planning and the policy review and formulation process:

Participate in and/or prepare written materials based on convened meetings and consultation outcomes in key Nigerian states/zones, to include: a draft and/or final process for reviewing the achievements of the NPP; a draft and/or final report featuring results from the NPP review; and a position paper to reflect NPopC's recommendations for the new national policy.

3.) Build the capacity of NPopC members and staff to support sustained implementation of road map activities beyond the duration of the consultancy.

4.) Participate in regular meetings with Futures Group/HPP project staff in Nigeria and Washington, DC, keeping them informed of progress to date.

5.) Liaise with NPopC and Futures Group/HPP project staff during the implementation of an Organizational Capacity Assessment at NPopC.

Capacity Assessment Consultant

Position Summary

Futures Group is recruiting for an experienced Consultant to work on a new programme to support the Nigerian Ministry of Health (MOH) for the successful launch and implementation of the costed implementation plan for family planning. The Capacity Assessment Consultant will develop tools and conducts field interviews to assess the capacity of the Technical Support Units at the Federal Ministry of Health (FMoH) and State Ministries of Health (SMoH) to implement the National Family Planning Blueprint.This position requires travel to Abuja, Nigeria and up to four states (TBC).

Key Responsibilities

Director, Result-Based Planning and Advocacy, Northern Nigeria at The Futures Group

Position Summary

The Targeted States High Impact project (TSHIP) is a six year USAID-funded project aimed at raising the quality of maternal, child health and reproductive health services in Bauchi and Sokoto states. The position of Director Results-Based Planning and Advocacy was created to consolidate TSHIP’s approach to deepening the culture of use of information amongst our partners (state, LGAs and communities) to advance results production, empower them to take action and engage them on policy decisions that affect the health sector of Bauchi and Sokoto states.

Key Responsibilities:

Coordinates the work of the project support team for better performance measurement and tracking, among state teams and LGA clusters. The Director is the first contact with field-based project staff for day-to-day support and operations.Support transformational change to deepen our engagement with key leaders in government, civil society, communities and other entities to use evidence to make better and informed decisions that affects the health sector of Bauchi and Sokoto states.The Director Result-Based Planning and Advocacy, shall be the point person to coordinate health systems strengthening (HSS), governance, policy, health information systems, demand creation, commodity logistics and supply management, pre-service education and quality of care services across TSHIP in both states.Emphasize more than ever before, crucial role of advocacy around greater sustainability of TSHIP interventions in MNCH/FP/RH and health systems strengthening support. All these of course shall be evidence driven.As a member of the Senior Leadership of TSHIP, the Director, Result-Based Planning and Advocacy works under the direction of the Chief of Party to support coordination of the project, ensuring that all request for technical, contractual, administrative, financial and logistics assistance are handled in efficient and effective manner.Oversees the use of evidence based models and techniques for development of annual work plans, performance monitoring systems and target settings for the attainment project set objectives that contributes to USAID-Nigeria mission goals and expected outcomes.Provide skilled technical assistance to project staff and partner organizations in Bauchi and Sokoto states in areas of performance improvement, project management, strategic planning, knowledge management, financial management and other applicable management specialities.

The Director is supported by local project staff in Nigeria as well as US-based advisors at the Futures Group. The Director will work closely with TSHIP Project Support Team (PST), the M&E Advisor and the project Chief of Party and will be based in Bauchi.
