BACKGROUND
UN-Habitat is looking for (03) qualified international consultants to integrate energy and resource efficiency measures and renewable energy technologies such as solar water system into existing building code and regulations in Cameroun, Nigeria and Senegal. Each of the three consultants should select only one country for the assignment. We wish to highlight that Cameroon is a bilingual country where both English and French are spoken. Nigeria is an English speaking country while Senegal is a French speaking country.
“Energy efficiency is fast becoming one of the defining issues of our times, and buildings are that issue's ‘elephant in the room'. Buildings use more energy than any other sector and as such are a major contributor to climate change” Björn Stigson, president of the WBCSD.
It is estimated that a significant amount of the total national electricity generated in developing countries is used in urban buildings alone (above 40%) and these consume more energy than the transport and industry sectors.
With rapid population growth, increasing urbanization and continued rural to urban migration, West African’s urban housing stock is increasing rapidly along with the demand for energy for domestic uses. The region has one of the highest annual urbanization rate in the world, estimated at 4.5%. The demand for new urban houses is growing rapidly.
Existing building codes, building regulations and standards have limited references on sustainable construction and passive building design principles. There do not incorporate additional green building attributes such as water conservation, use of renewable energy sources, energy efficiency performance, optimal use of daylight and natural ventilation and requirements for acoustic comfort, onside waste management etc.
The main objective of the project “Energy and Resource Efficiency in Building Codes in West Africa” is to mainstream energy efficiency measures into housing policies, building codes, and building regulations in West Africa and to reduce energy bills and greenhouse emissions as a result of the compliance of the sustainable codes.
RESPONSIBILITIES
UN-HABITAT, as part of the United Nations’ response to climate change, has prioritized two key areas:
Assisting national and local governments in reviewing and updating building laws and regulations, with a view to promote low-carbon practices, renewable energy sources, and energy efficient designs and standards;
Revitalizing urban planning as the most potent tool to curtail urban sprawl, promote efficient transport systems, and influence and structure future energy supply and demand.
Under the supervision of the Chief of the Urban Energy Unit, Urban Basic Services, UN-Habitat, the incumbent of each respective country will provide the following services:
Review of existing building codes and related housing policies and regulation in one of the following West African countries (Senegal, Nigeria and Cameroon) under resources efficient angle.
Propose standard amendments that could be in the form of “Energy Conservation Acts”, “by-law of Energy Efficiency in building or specific Regulations”, or other form of legislation that will enforce the adoption of energy efficiency measures in the building sector of each project partner country.
Review of national building codes and/or regulations, identifying missing requirements of energy and resource efficiency. This review will target gaps and will also look into relevant urban and neighbourhood planning measures.
Document best practices on energy and resource efficiency building codes worldwide, as well as existing studies about the economic and environmental benefits. Special reference will be given to best practices from similar climatic zones, as in the West African countries in question. An example is the SWH Ordinance in Barcelona.Make recommendations on building code amendments towards simplified and easy understandable requirements on energy and resource efficiency.Develop discussion inputs for the National Energy and Resource Efficiency Building Code Workshop.Draft a set of model regulations on energy and resource efficiency in buildings. Incorporate the discussion outcome from the National Energy and Resource Efficiency Building Code Workshop.Technical Notes on Deliverables in Cameroon Context and have them in both Languages French and English.
COMPETENCIES****(maximum of five)
Professionalism: Training and experience of working in human settlements issues with good research and analytical skills. Knowledge and experience of carrying out baseline and similar studies is essential. A good understanding of results-based management or logic models is required.
Communication:Ability to articulate ideas in an effective, clear and concise style both orally
and in written to staff at all levels in the organization is required; and a proven ability to prepare comprehensive, well written and accurate documents and reports is important;
Planning and organizing: Ability to plan, coordinate and monitor own work in an efficient and timely manner. Identify priority activities and assignments and adjusts work accordingly. Has respect for and commitment to agreed timelines.
Teamwork:Proven ability to work collaboratively across the organization with staff at different levels in a flexible manner; Working with all branches, offices and units, establish an effective working relationship that facilitates cooperation and provision of inputs. Ability to work in a multi-cultural, multi-ethnic environment with sensitivity and respect for diversity is essential.
EDUCATION
The consultant should have a university degree in one of the following fields: Architecture, Civil Engineering, Urban or Regional Planning, or related areas, with expertise on Energy Efficient Building Codes and environmental building construction technologies. Proven working experience in the development of building codes; energy and resource efficiency regulations and renewable energy technology in buildings.
WORK EXPERIENCE
Minimum 10 years working experience in energy efficiency and human settlements.
LANGUAGE SKILLS
For this position, strong communication skills, both oral and written English and/or French language is required.

REMUNERATION
Payments will be based on deliverables over the consultancy period. There are set remuneration rates for consultancies. The rate is determined by functions performed and experience of the consultant. The fees will be paid as per agreement.
