The Maternal Newborn and Child health Programme (MNCH2) is a 5 year country led programme which aims to reduce maternal and child mortality in northern Nigeria. Funded by the Department for International Development (DFID), it is being implemented by a consortium comprising of Futures Group, Society for Family Health (SFH), Options, Mansion Daniels (MD), Association for Reproductive and Family Health (ARFH), Axios, and Marie Stopes International (MSI). MNCH 2 will be implemented in six states in northern Nigeria: Jigawa, Kaduna, Katsina, Kano, Yobe and Zamfara.

Finance & Administration Coordinator (1)

Zamfara

Key Responsibilities

The Finance and Administration Coordinator will have responsibility for the select administrative and financial components of the project at the state levels, including any reporting required therein.S/he will work in conjunction with HQ- based management, operations and finance staff to ensure that donor and organizational requirements, policies and procedures are met.The Finance and Administration Coordinator will provide operational support to the project such as maintaining accurate book keeping tasks and management of cashbook under the supervision of the Finance and Administrating Manager.

Specific Responsibilities

Prepare suppliers payment transaction vouchers.Maintain petty cash in the safe and ensure petty cash reconciliation is undertaken.Receive and monitor invoices and cash payment requests vouchers so ensure timely processing.Process all cash and bank payment as per the approved payment vouchers received.Prepare cheque and bank letters / pay schedules for approval and make the payment.Update by posting entries to the weekly bank and petty cash transaction summaries and submit the same to the Finance Manager.Replenish the petty cash when it reaches the minimum limit.Ensure MNCH2 policies and procedures are respected in all the cash transactions.Carry out cash count as per the MNCH2 policy and schedule.Maintain a filing system of the payment documents in a professional manner.Liaise with staff on document completion and proper coding based on the standard chart of  account.Scan the payment supporting documents and post the same on Futures Share Point platformContribute so she overall objective of MNCH2 program by providing quality supports service to the technical team.

Qualifications

Degree in Business Administration or equivalentMinimum of 5 years of experience in providing administrative, operational and logistical supportMinimum three years’ experience with an NGO and/or donor-funded programme managing operations and administration of projectsProficient in Microsoft Excel and Microsoft WordMust have strong managerial skills with the ability to plan, organize and coordinate activities and inputs from several sources and partners, and manage the simultaneous delivery of multiple activities as well us across results.Strong interpersonal skills and proven ability to develop and maintain effective working relationships across teams and organizationExperience working with DFID funded programs is preferred.Excellent written and spoken English is a must.

Strategic Planning Coordinator (1)

Key Responsibilities

The Strategic Planning Coordinator will be responsible for ensuring State health systems are better planned, budgeted and coordinated to improve their effectiveness and efficiency in providing quality, accessible and affordable MNCH services.Specific ResponsibilitiesWorking as part of a team to design and implement a results-based programme of technical support to improve planning, budgeting, governance and accountability in support of the programme’s objective to achieve effective and efficient delivery of essential health care for pregnant women, new-horns and children, alongside routine immunisation.Provide technical assistance to strengthen health system coordination through improved health sector planning, financing and measuring performance.Supporting the State Team Leader and other team members in planning, budgeting and monitoring work plans and budget implementation.

Requirements

Excellent networking and facilitation skills and a positive approach to collaboration with government officials and CSOs in Nigeria.Senior level experience in planning and budgeting, preferably in performance/results based planning and budgeting, preferably in the health sector.Experience in working with senior Nigerian government officials and technical cadres to improve capacity and performance.Skills in supporting and supervising junior staff especially Nigerian consultants, and a good attitude to teamwork in a fast-paced programme environment.Willingness to travel to rural north-west Nigeria to work at LGA level.An excellent grounding in how to deliver responsive maternal, neonatal, and child health services, including immunisation.

Job Title: Monitoring and Evaluation Officer/Assistant

Job Location:  Abuja

Job Description:

    Staff will be engaged on the basis of 1 year renewable contracts over 3 years    The M&E officer MUST be passionate about using data to track the performance of the project.    S/he will operationalise the M&E framework of the project by developing the M&E plan; tracking and evaluating all activities and conducting baseline, midterm and end line evaluations    Develop and review annual M&E budgets and work-plans for grantee and sub-grantees    Develop and implement M&E reporting guidelines and systems designed to inform the direction of the project, including data quality and data use strategies;    Ensure the alignment of research and M&E activities with program goals, and contribute to the development of annual work-plans to identify project targets and ensure inclusion of M&E activities;    Train grantee and sub-grantee M&E staff on M&E guidelines, survey instruments, data collection tools, and other tools for M&E.

Requirements:

    The ideal candidate will have 3-4 years’ experience conducting M&E in an international environment or a donor funded public health or rights based program;    Knowledge of statistical software (such as SPSS, EPI-INFO)    Strong interest and competences in data collection and analysis    First degree in the Social Sciences having read statistics    A post-graduate Degree in Demography, Statistics, Sociology, Development Studies or Public Health will be an advantage.

Job Title: Finance Officer

Job Description

    Under the direction of the Director of Grants and Finance, the Finance Officer will make and manage budgets and be responsible for ensuring compliance with contractual requirements of donor funds.    S/he will assist the Director of Grants and Finance to ensure the accurate keeping of all books of accounts for projects; including checking account, supply registers and all accounting records;    Ensure compliance with the contractual financial requirements of the project; support accounting workflows of the office    The incumbent will also be required to prepare financial reports for projects, monitor and track obligations arid expenditure as well as analyze burn rates; provide training and backstopping on the accounting systems.

Requirements

    The ideal candidate will possess a First degree in Accounting, Finance, Business Administration or in any other relevant field    2-5 years of post National Youth Service experience, of which at least 1 year must be in similar role in a donor funded program    A candidate with professional accounting qualification; proven ability to management grants; excellent computer skills with specialty in spread sheet, accounting software or a relevant Post Graduate Degree will have an advantage

Child Rights Situation Analysis for Education-Consultancy

Job Description
The proposed Situation analysis is to focus on the likely causes of poor quality of and inadequate access to education. The analysis will describe the current situation, examine the likely immediate and underlying causes of poor quality and inadequate access from the perspective of formal and informal education, and place the analysis within the context of gender, power and influence stall levels of the Nigerian society

Objective
The situation analysis will provide a review of relevant data collected within the last 10 years (2005-2014) on the education situation of children aged 0 to 18 years in Nigeria and place it within the context of children’s rights to identify why those rights are not being achieved. The focus of the analysis is on access, equity and quality as an outcome.

Qualifications

Advanced university degree in Education, Social Science or similar subject;Previous experience in development of analytical reports and policy documents related to Education;Significant research experience with proven record of publications;Ability to synthesize and analyze large amounts of information combining quantitative and qualitative data;Understanding and knowledge of the Nigeria social policy context;Excellent written English;Knowledge of a human rights based approach to programmes, and preferably experience with preparation of a Child Rights Situation Analysis is desirable

TA Child Protection Specialist, P-3/P-4, at UNICEF Nigeria

Purpose of the Position:

The Child Protection Specialist will focus on protecting children from violence, abuse, exploitation while in the temporary shelters and not separated from their families. The consultant will also work with the national Protection of Children Cluster Working Group (PCCWG) and the Health Cluster for information sharing for the Myanmar emergency response at the regional level. The Psychosocial Specialist will also need to liaise with various organizations to assess mental health needs, design programmes to address those needs and evaluate psychosocial programme results. These activities are aimed at empowering young people and at reducing their vulnerability.

Key Expected Results:

Work with the Protection of Children Cluster Working Group (PCCWG) and the Health Cluster to establish and
interagency mental health and psychosocial coordination mechanism.Contribute to the coordination among the governmental bodies, non-governmental organizations (national and
international) and UN agencies working on psychosocial support and mental health in Myanmar based on the IASC
Guidelines on Mental Health and Psychosocial Support in Emergency Settings.As appropriate, strengthen awareness, understanding and use of the IASC Guidelines on Mental Health and
Psychosocial Support among UNICEF partners and other organizations.Collect and analyze data for situation analysis, programmed/project planning, management, monitoring and evaluation of psychosocial needs and capacities for children affected by the disaster.Support the development and sharing of common planning, monitoring and evaluation tools in the psychosocial field.Support the design and implementation of psychosocial programmes by UNICEF which can include the following:
exploring integration of psychosocial support in UNICEF sectoral programmes including nutrition, health, protection and education; supporting psychosocial support through child friendly spaces and programming for separated children and GBV; public information on psychosocial support and effective coping mechanisms for children and parents.In collaboration with the PCCWG and the Health Cluster, develop and conduct trainings on psychosocial support for partners and adapt existing tools (guidance, messages, trainings) for use by partners and other organisations in this emergency.Contribute to advocacy, monitoring and reporting on psychosocial issues and responses.Undertake other tasks as required by supervisor.

Qualifications of Successful Candidate:

Education:
Advanced University Degree in Psychology, social work, community work or related field.

*A first university degree with a relevant combination of academic qualifications and experience may be accepted in lieu of advanced university degree.

Work Experience:
At least five to eight years of progressively responsible professional work experience in program planning, management, monitoring and evaluation of psychosocial programmes.

Languages:
Fluency in English. Strong writing skills in English.
In the case of Guinea, French is a requirement.

Other Skills:

Capacity to manage various tasks simultaneously in planning, implementing, and monitoring a complex project over an extended period.Understanding of the IASC Guidelines on Mental Health and Psychosocial Support and other recent tools and best practices in the psychosocial field.Ability to cooperate and coordinate with other organisations working on psychosocial support and mental health programming.Knowledge of the institutions of the UN system; ability to work in an international or multicultural environment.Knowledge of the institutions of the UN system. Working experience in developing countries.
