BACKGROUND:

Founded in 1933, the International Rescue Committee is a prominent international organization working in relief, rehabilitation, protection, post-conflict development, resettlement services and advocacy for those uprooted or affected by violent conflict and oppression.

IRC has been present in Nigeria since 2012 when the organization responded to flooding in Kogi state. In early 2014, IRC opened a field office in Mubi town of Adamawa state in NE Nigeria. IRC has ECHO, OFDA, and Gates funds to respond to health, nutrition, GBV, and WASH activities. In September 2014, IRC received additional funds to carry out emergency food distributions, shelter support, and NFI distributions to newly displaced IDPs. IRC also received funds to carry out a child protection rapid assessment and program start up activities. In December, IRC will begin a Rapid Response Mechanism (RRM) project in Adamawa state in an effort to respond to the on-going influx of IDPs. The project is targeting WASH and protection support to vulnerable IDPs.

SCOPE OF WORK:

The RRM Manager will be responsible for the implementation of RRM program in Yola and surrounding LGAs (Yola North, Yola South, Girei, and Fufore). The program aims to provide emergency water, sanitation and non - food items to displaced urban IDPs within 14 days of their displacement. In addition, the program looks at protection issues facing the community and will ensure both protection and protection mainstreaming approaches are integrated into all rapid response and emergency programming. Each intervention involves a multi - secotrial assessment, an emergency NFI or / and WASH intervention, protection support, and a post - intervention monitoring visit. The project manager will be based in Yola. The position will report to the Senior Program Coordinator and will liaise closely with the technical unit based in NYC.

RESPONSABILITIES: Program implementation

Lead the implementation of the rapid response mechanism program in Yola ensuring the mechanism is highly responsive to new population movements and able to respond within 14 days of the alert.Ensure the program follows the RRM methodology.Closely oversee the procurement, transport, warehousing and dispatching of emergency program supplies to the field.Ensure water, sanitation, NFI and protection responses are of high quality and in line with international standards and program guidelines.Actively monitor and strengthen program quality through regular field visits, monitoring tools and reports. Provide regular opportunities for capacity building.Actively monitor the security situation and identify trends and potential areas of needs.

Deployment Security Protocols:

Yola is security phase 3 (ORANGE) so the RRM Manager will be expected to respect the various security protocols in place in country. Phase 3 requires clear contingency planning in place with staff prepared should hibernation or evacuation be called. A government curfew exists and remains 9pm to 6am, meaning expatriate staff have to be at the hotel/guesthouse in Yola no later than 8:30pm.

Communications: The RRM Manager will travel with a thuraya phone when going to outside the 4 LGAs of intervention and will be provided at least two local mobile phone SIM cards and internet modem upon arrival in country.

Latest Job at The International Rescue Committee (IRC)

The International Rescue Committee (IRC) is one of the world's leading crisis response agencies, providing life-saving assistance and supporting recovery and reconstruction for people affected by war and natural disasters. Active in public health, education, livelihoods, women's empowerment, youth development, and protection and promotion of rights, IRC assists people from harm to home.

 IRC entered Nigeria in October 2012 in response to a widespread flood disaster. IRC intervened with emergency nutrition and food security program in Kogi state from, February 2013 to January 2014.

 In January 2014 IRC established a field office in Adamawa State in North East Nigeria (one of the three states under state of emergency).  The project is providing humanitarian assistance to the Boko Haram insurgency affected communities. A June 2014 report from the UN estimates that 5.9 million people have been affected by the insurgency and more than 600.000 people displaced. In recent weeks, there has been a considerable upsurge in violence perpetrated by Boko Haram creating an influx of IDPs in Adamawa.

 In response, the IRC is undertaking child protection activities in three local government areas (LGAs) of central Adamawa state including the state capital of Yola.  Due to an increase in violence from the insurgency, hundreds of thousands of people have been recently been displaced as far south as Yola where IRC is now focusing its emergency response.   Child protection will be a central focus and UAM will be identified and registered in the camps and communities hosting IDPs.  IRC will train and work with local partners to support them in providing Family Reunification and Tracing (FRT) to these children.  Local partners will also be supported to provide child friendly spaces and essential services for these children.

Child Protection Coordinator

SCOPE OF WORK:

The Child Protection Coordinator will be responsible for providing strategic direction and vision to the IRC’s Protection programming in Nigeria.  The Child Protection Coordinator will be responsible for the overall quality design and implementation of child protection programming and will work extensively with other sectors to ensure that protection principles are mainstreamed into all programs. The Child Protection Coordinator will report to the field coordinator.

Scope of work
The Liaison officer will be working under the supervision of the field coordinator to foster acceptance in areas of intervention and safe appropriate programming through accurate vernacular knowledge and the development of a broad network of stakeholders while keeping/safeguarding necessary independence as well as sharing IRC’s values, mandate and actions.

Key Responsibilities
• Establish a communication framework for good dialogue and exchange with beneficiaries, host communities, IDPs, Administrative, traditional authorities, local operators and government agencies on the basis of an approach to advocacy, capacity building and stakeholder involvement in an integrated development process.
• Contribute to understand, analyze the  complex security situation ,related trends throughout the region and advise program design /implementation accordingly
• Contribute to establish appropriate safety and security environment for the implementation of IRC program.
• Give advice the team regarding security developments in the area of intervention.
• Listen actively to beneficiaries, authorities and partner on the activities / programs to determine the expected and unexpected impacts; and when necessary, make suggestions to improve the re implication in the implementation and design of the program.
• Assist the team in the effort to understand and take in consideration , social, ethnical, religious and political mechanism with contextual dynamics
• Contribute to integrate programs into each other, in good coordination with the support departments following a concerted and coherent approach.

Qualifications & Essential Skills
• Bachelor or Master degree in International Affairs or International Development;
• Previous experience working with international non-governmental organizations in the area of program development and management; prior experience working with US, EU, and World Bank donors an advantage;

SCOPE OF WORK:
The WPE Coordinator will be responsible for general management of Women Protection and Empowerment programs, provision of technical support, donor compliance and contribute to the development of WPE programming in Nigeria. The Women Protection and Empowerment Coordinator will be based in Mubi Adamawa state with frequent and regular travel in Yola / Abuja and potentially elsewhere as programs expand.

KEY RESPONSIBILITIES:
Program Implementation
• Utilize IRC’s GBV program tools and approach developed for GBV programming in Adamawa and Yobe
• Develop program work plan and activities consistent with the goals and objectives of the program.
• Provide training, mentoring and support to staffs partners in order to strengthen local capacity and sustainability
• Supervise psychosocial support to survivors of GBV, including case management and referrals
• Provide oversight and monitor GBV project activities to ensure all activities are safe, gender-sensitive, and client-centered, in accordance with international standards
• Compile monthly data using GBV Information Management System
• Provide managerial oversight to GBV staff
• Create linkages between the different components of IRC Nigeria program with a view to integrating the components into the overall strategy

Program Design & Development
• Work with the technical unit to  design the GBV strategy for the IRC Nigeria program and monitor its implementation
• In collaboration with others sectors, assist in conducting needs assessments, identifying new program opportunities and supporting emergency projects
• Assist with the coordination and the development of new proposals and initiatives
• Maintain ongoing relations with, donors, bilateral and multilateral coordination bodies, and relevant government institutions, community stakeholder.

Coordination
• At the local level, represent IRC and liaise with local authorities, UN, and international and national NGOs to facilitate successful coordination of activities and ensure transparency, accountability.
• Collaborate with other sectors to monitor the situation in the targeted communities and respond to  any GBV related issues
• Provide updates on the program, discuss emerging challenges, and collaborate on the design of new programs or changes to existing programs
• Develop and maintain strong working relationship and coordinate with County authorities, relevant international and local agencies engaged in similar activities.
• Advocate quality GBV prevention and response services and the integration of protection and gender considerations in other sectors to promote risk reduction among beneficiaries.

EDUCATION, TECHNICAL SKILLS & KNOWLEDGE REQUIRED
• Masters Degree in Social Work, Public Health, International Human Rights, or other related field
• At least 2 years experience working on violence against women and girls,, protection, gender or human rights related project / conflict fragile/ complex context environment
• Strong organizational, strategic, analytical, and writing skill
• Good knowledge of violence against women and girls international best practices, including IASC GBV Guidelines, Caring for Survivors, SOPs
• Excellent work experience in training facilitation, mentoring and capacity development
• Diplomacy and assertiveness; the ability to confront and discuss sensitive issues with respect
• Demonstrated experience in project design  and  monitoring
•  Strong coordination skills with proven ability to work across multiple sartorial  areas simultaneously, supporting and mentoring multiple staff members
• Good computer skills (Microsoft Office, Email, etc) and data management.
