Latest Career at Operational Research and Impact Evaluation Project

The Operations Research and Impact Evaluation (ORIE) Project is an independent component of the six-year, DFID-funded Working to Improve Nutrition in Northern Nigeria (WINNN) programme seeking to improve the nutritional status of 6.2 million children under five across five northern Nigerian states of Kebbi, Katsina, Jigawa, Zamfara, and Yobe.

ORIE is managed by Oxford Policy Management (OPM) and consists of three other UK-based institutions, the London School of Hygiene and Tropical Medicine (LSHTM), the Institute of Development Studies (IDS) and Save the Children UK (SCUK) in conjunction with Nigerian partners.

The overall purpose of ORIE is to “fill important gaps in knowledge about the causes of and optimal responses to undernutrition in Northern Nigeria”. ORIE undertakes various kinds of research and evaluation to this end.

ORIE’s work will be facilitated and supported by a Finance, Admin. & Logistics Assistant (FALA) based in ORIE’s Abuja office and working under the supervision of the National Team Leader (NTL) to undertake a wide range of finance, administrative and logistics tasks.

Term: The Finance, Admin. & Logistics Assistant will be hired for a fixed term of one year with possible extension, depending on availability of funding. Starting salary will be commensurate with background and experience

Responsibility:The Finance, Admin. & Logistics Assistant reports to ORIE National Team Leader and supervises the ORIE Project Driver

Job Summary: The Finance, Admin. & Logistics Assistant will assist the NTL in the day to day project management and operations of the project office to ensure smooth operations.

Specific Tasks

· Administrative support to ORIE project· Arrangement of travels, workshops and meetings· Records filing and documentation· Reconciliation of payment vouchers· Photocopying, scanning and other admin. support activities· Funds retirement verification· Logistics arrangement and hotel bookings· Cashbook administration· Monthly cash forecasting· Project procurements with a view to ensuring donor requirements and documentation are maintained/adhered to and followed strictly.· Purchases, receipts and auditing of supplies· Any other duties assigned by the ORIE National Team Leader

Requirements

· HND or first degree in relevant subject· Experience managing office desirable· Good interpersonal and communication skills· Ability to interact with all cadre of staff and be a good team player· Detail oriented, honest and patient· Flexible, organized and dependable· Willingness to follow instructions, but also show initiative when required· Basic knowledge of donor funded programs desirable· Experience working in similar position with an INGO is an added advantage

National Professional Programme Personnel (Nppp), Monitoring And Evaluation (M & E)-UNFPA

Background Information
The Nigeria Country Program is monitored through the Country Office in Abuja and the two Decentralized Offices in Abia and Kaduna with a Liaision Office in Lagos. The Decentralized Office based in Kaduna is covering Adamawa, Borno, Benue, Kebbi, Sokoto and Kaduna States supporting Maternal Health, Sexual and Reproductive Health (includes ASRH), Gender based violence including the humanitarian context and data collection and use to support the program areas. The Country Office plays the coordination role and assumes an oversight function; it is also responsible for resource mobilization, strategic planning and monitoring and evaluation.
The Decentralised Offices are improving their focus on result-based management and quality delivery of program results.  To strengthen this process and for UNFPA to keep its leadership role in the area of reproductive health and youth issues and data management and use including at the sub-national levels, the Country Office seeks to employ a National Professional Program Personnel, Monitoring and Evaluation (NPPP-M&E) for its Kaduna Decentralized Offices.


Job Purpose    

The NPPP-M&E provides overall technical support for monitoring and evaluation and data management across the full range of the work of the Kaduna  DO.

S/he analyses and assesses relevant political, social and economic trends and provides substantive inputs to project formulation, monitoring and evaluation, joint programming initiatives and State development frameworks. The NPPP-M&E guides and facilitates the delivery of UNFPA’s programmes by monitoring results achieved during implementation.

S/he guides the development of methodologies as well as capacity development in monitoring and evaluation principles and practices to ensure relevance, efficiency, effectiveness, sustainability, and impact of the work of the UNFPA.  S/he works in close collaboration with the Country Office to ensure compliance with technical norms, rules and regulations.

S/he supports States to build capacity in data generation, data quality and use.

Duties and Responsibilities

In collaboration with State Government counterparts, NGOs and other partners, contributes substantively to the formulation and design of the Country Program and its component projects in line with State Government priorities and according to UNFPA programme policies and procedures. Ensures quality of program/project design incorporating lessons learned, newly developed policies and best/good practices and establishing appropriate execution and monitoring mechanisms and systems.Analyzes and interprets the political, social and economic environment relevant to population and development, reproductive health and gender, and identifies opportunities for UNFPA assistance and intervention. Keeps abreast of new policy developments and strategies analyzing policy papers, strategy documents, State plans and development frameworks, and prepares briefs and inputs for policy dialogue, technical assistance coordination, and development frameworks.Expedites and coordinates program/project monitoring establishing collaborative relationships with executing agencies, experts, State government counterparts and other UN agencies facilitating timely and efficient monitoring of project inputs and addressing training needs of project personnel.Helps create and document knowledge about current and emerging population development trends, RH and gender issues, by analyzing program, projects, strategies, approaches and ongoing experience for lessons learned, best/good practices, and shares with management for use in knowledge sharing and planning future strategies.Assists advocacy and resource mobilization efforts of Country Office by preparing relevant documentation including project summaries, conference papers, speeches, Donor profiles, and participating in Donor meetings and public information events.Assume the overall responsibility for overseeing Decentralized Office Monitoring and EvaluationIn conjunction with other technical staff at the DOs, provide support and guidance to the DOs program planning, monitoring and evaluation activities including State-level  planning and reviews of AWP activitiesPrepare quarterly and annual reports on the program implementation, schedule and financial status and assist in the preparation of the Annual Work Plans (AWPs) for all the States covered by the DOsDocument lessons learned from program design and implementation at the DOs with a view to contributing to relevant bulletins for the Country OfficeMonitor the development of Action Plans and the implementation of the recommendations of mission and field visits or missions to the DOsAssess training needs relevant to monitoring, evaluation and management information systems and provide, if required, training to DOs and IP staff.Operationalize the Country Office arrangements for collecting, analyzing and reporting programme data to ensure the quality and availability of data to measure indicators for evidence-based programming at the DOs;Develop the Program mid- and end-of-year reports for the DOs with a view to contributing to the Country Office wider mid-year and annual reportsProvide technical and multi-sectoral support to the DOs and support all M&E and data-related issues in the humanitarian program of the Office as the need arisesWork with the state HMIS Officers in the States Ministries of Health to ensure routine NHMIS data are transmitted from the PHC through the LGAs to the national levelSupport the State HMIS Officers and the LGA M&E Officers to coordinate the periodic LGA M&E meetings to strengthen the data quality, management and use processes at these levels.Perform any other tasks as assigned by the Head of DOs, UNFPA Representative or Deputy Representative.

Relations

The NPPP-M&E facilitates the work of consultants, advisors, and experts and establishes and maintains collaborative relationships with counterparts in government, multi-lateral and bilateral Donor agencies and civil society to address emerging issues.  S/he must effectively influence counterparts from diverse backgrounds to jointly contribute to achieving UNFPA’s mandate. The NPPP is a substantive contributor to the programme team in the Country Office. Internal contacts include the Programme Coordinator, NPO-M&E in the Abuja Office, and other CO’s programme/ technical team. External contacts include other UN agencies in country, and counterparts and partners in Country Program activities, including international and national NGOs, experts etc.

Be a Nigerian National (Male or Female)Have a Master’s degree in   Public Health, Population, Demography and/or other related social science field, with specific training in principles and practice of monitoring and evaluation including in humanitarian settings.Possess a minimum of 3  years post graduate professional working experience and expertise in monitoring and evaluation of Population and Reproductive Health.Have Experience in data collection, management information system and data base management;Be experienced in working with government institutions and Donor organizations.Be familiar with issues on population, reproductive health, gender and youth.Have a strong capability to communicate clearly and concisely in both oral and written English.Have ability to work under pressure.Have excellent communication and human relation skills.Have proficiency in current office software applications is mandatory.

One of ORIE’s objectives is to strengthen capacity to undertake and disseminate research to improve nutrition in the Northern states of Nigeria. ORIE will fund researchers to undertake high quality research which will contribute to improving maternal and child nutrition in the Northern states, and support them by offering training, networking activities and the support of a more experienced mentor.

This work will be facilitated and supported by a part-time Research Coordinator based in ORIE’s Abuja office hence this is a part-time position. The Research Coordinator will undertake a wide range of coordination, management and administrative tasks including coordinating with a wide range of nutrition researchers and stakeholders working on nutrition in Nigeria. This is an administrative post and would benefit from an interest in research in general, but does not require any technical subject knowledge.

The Research Coordinator will be hired for a fixed term, from December 2014 through December 2016, with a three month probationary period.

Position Summary

GRM-Futures Group are looking for an outstanding Monitoring and Evaluation Advisor for a large, DFID-funded Programme on Maternal, Newborn and Child Health in Northern Nigeria. This is a full time position in Nigeria. The Monitoring and Evaluation Advisor will be responsible for providing overall monitoring and tracking outcomes for the project. He/She will work with the larger team on strengthening services, ward level primary health care and implementing monitoring and evaluation services in Nigeria.

Key Responsibilities Lead programme monitoring and evaluation methodology, evidenced-based decision making, qualitative and quantitative research, management, analysis, and translating results.
Monitor data collection, collation, storage, analysis, and reporting.
Ensure collected data is utilised in programme implementation.
Assess project progress, identify problems, and bring issues to the attention of relevant parties.

Support routine reporting in line with donor requirements.

Qualifications

Advanced degree in public health, evaluation, health management, social science, or a related fieldMinimum 5 years’ experience leading M&E for large, donor-funded health programmes.Demonstrated experience in developing log frames, indicators, and M&E tools.Experience building capacity of staff and partners in M&E; ability to work in multidisciplinary teams.Experience managing teams is required.Knowledge of maternal, newborn, and child health, primary health care, and health systems strengthening.Experience of working in Nigeria is essential.Strong interpersonal skills and proven ability to develop and maintain effective working relationships across teams and organisations.Experience working with DFID funded programs is preferred.Excellent written and spoken English is a must.Nigerian nationals are encouraged to apply.The role is based in Kano although travel within Northern Nigeria may be required from time to time.How to apply:

The project will increase the quality, access, and uptake of specific malaria control interventions, including insecticide-treated nets (ITNs), artemisinin-based combination therapies (ACTs) expanded use of rapid diagnostic tests (RDTs) and delivery of intermittent preventive treatment (IPTp) to pregnant women. The project is focused on several states in Nigeria and will include the public health sector and the formal and informal private health sector. In addition to scale-up and delivery of interventions, the project will: a) strengthen the management capacity of the State Ministry of Health and Local Government Area health personnel to provide planning and oversight of malaria interventions; b) promote positive malaria-related behaviors through behavior-change communication activities and community mobilization; and c) improve the ability of the focus states and NMCP to effectively monitor and evaluate malaria interventions and use data effectively for decision-making.The (MEO) will be responsible for working with state and LGA level health authorities, health facilities and other partners in the state to strengthen malaria M&E. He/she will also be responsible for collation of MAPS specific data. The Monitoring & Evaluation (M&E) Officer, under the supervision of the State Coordinator and additional supervision from the M&E Advisor based in Abuja, will be responsible for working with state and LGA level health authorities, health facilities and other partners in the state to strengthen malaria M&E. He/she will also be responsible for collation and analysis of MAPS specific data in additional to building capacity of government counterpart at the state level to do the same.The M&EO may be expected to spend at least 10% of his/her time in the SMoH DPRS, 10% at the State Malaria Control Program office, 40% at LGA providing oversight as required and 40% at the MAPS Oyo office.

Overall Responsibilities

The objective of the M&E Consultant position is to provide technical leadership in the roll-out of OVC M&E plan in the states integrating it with other health and education systems and generating strategic data for program management, reporting and documentation of best practices. The M&E Consultant is also responsible in spearheading the roll-out of OVC M&E plan in line with PEPFAR and national reporting requirements and he/she is a member of the Project Management Team that is responsible for overall project performance.

Under the overall supervision of Associate Director M&E, the M&E consultant will assist the team on M&E related activities in the CUBS project. Under the supervision of the Associate Director M&E, the M&E consultant will provide support in, data verification, compiling/collating, Data entry, reports in focal states as needed. 

Specific Responsibilities

Data collection at state levelData verification and reportingData entryUpdating of all databasesConduct routine DQA when necessarySupport other Associate Director M&E and the state teams with data needsFacilitate M&E trainings( including mentoring) in statesDocument outcomes of those meetings, drawing attention to follow-up actionsCompile  M&E monthly & quarterly reports using templates to be developedAny other duties as assigned by the COP and or Associate Director M&E

Qualifications

The suitable candidate will have a graduate degree in statistics, demography, epidemiology or related field with focus on monitoring and evaluation and at least 2 years hands-on-experience at a senior position in monitoring and evaluation of HIV/AIDS and TB programs with very good analytical, presentation, communication and reporting skills. Familiarity with USAID and PEPFAR reporting systems is highly desirable, particularly for HCT, PMTCT, ART, Palliative care, and OVC programs. The candidate must be familiar with the Nigeria National M&E system and tools with excellent training and networking skills.

Background Information

Through PEPFAR, the U.S. Government (USG) is the largest contributor to programs for OVC in Nigeria. As partnerships with the Nigerian Government, UNICEF, and other donors continue to be productive and strengthened, PEPFAR support has been instrumental in helping key Nigerian government agencies to articulate standards for OVC care and guidelines for establishing OVC programs. Through the CUBS Project, PEPFAR will strengthen capacity of federal and state government agencies to plan and implement OVC programs. The Project will support the implementation of Nigeria’s National Plan of Action on OVC by developing and strengthening community based service delivery for orphans and vulnerable children.

Background
Under the guidance and direct supervision of the Deputy Country Director for programmes, the Programme Analyst for Monitoring and Evaluation is responsible for Planning and Monitoring and Evaluation of UNDP Nigeria Country Programme in accordance with the UNDP policies to ensure the accountability of the CO for its performance and contribution to development results, in line with Results Based Management principles and tools; to ensure that objective evaluations are designed and managed to assess effectiveness, efficiency; impact and sustainability of results; to ensure that Programme Planning, Monitoring and Evaluations are carried out in a credible and systematic manner.

The incumbent will closely cooperate with the staff of other units, UN agencies within the UNDAF framework, UNDP HQs staff and Government officials.

Required Skills and Experience
Education:  

Master’s Degree or equivalent in Economics, Social Sciences, International Relations, Political Science or Related fields;
Prince 2 training and certification.

Experience: 
Minimum of 2 years of relevant experience at the national and international level in international development issues;
Experience in monitoring and evaluation with a background in the analysis of socio-economic issues and related policy matters;
Experience in the usage of computers and office software packages, experience in handling of web based management systems.
Language requirement:   
Fluency (both written and spoken) in English;
Knowledge of at least one national language would be desirable.

The post holder will contribute to the progress of the Community Health and HIV programme towards its strategic goals and strengthen monitoring and evaluation systems to allow for quality reporting. S/he will promote effective and efficient monitoring and evaluation of programme activities, centred on impact and outcomes; create conditions so that learning is fed into programme decision-making.

S/he will provide support to programmes and implementing partners and lead on monitoring, impact evaluation, knowledge management and donor reporting processes; share best practice and lessons learnt across the team and with external stakeholders as appropriate. S/he will develop and provide reference materials and quality information across the programme.

S/he will contribute to building the Nigerian country office and partner capacity to develop and use participatory approaches to monitoring and evaluation. The ideal candidate must possess a degree, preferably in statistics, or the social sciences. He/she must have at least three years I/NGO working experience.
