The Audit and Project Monitoring Manager is responsible for planning, executing and reporting on operational, financial, construction projects, regulatory and compliance related audits/reviews of the company. 1. Audit Management

Project Monitoring and Compliance Management

Background Information
The Nigeria Country Program is monitored through the Country Office in Abuja and the two Decentralized Offices in Abia and Kaduna with a Liaision Office in Lagos. The Decentralized Office based in Kaduna is covering Adamawa, Borno, Benue, Kebbi, Sokoto and Kaduna States supporting Maternal Health, Sexual and Reproductive Health (includes ASRH), Gender based violence including the humanitarian context and data collection and use to support the program areas. The Country Office plays the coordination role and assumes an oversight function; it is also responsible for resource mobilization, strategic planning and monitoring and evaluation.
The Decentralised Offices are improving their focus on result-based management and quality delivery of program results. To strengthen this process and for UNFPA to keep its leadership role in the area of reproductive health and youth issues and data management and use including at the sub-national levels, the Country Office seeks to employ a National Professional Program Personnel, Monitoring and Evaluation (NPPP-M&E) for its Kaduna Decentralized Offices.
Job Purpose
The NPPP-M&E provides overall technical support for monitoring and evaluation and data management across the full range of the work of the Kaduna DO.
S/he analyses and assesses relevant political, social and economic trends and provides substantive inputs to project formulation, monitoring and evaluation, joint programming initiatives and State development frameworks. The NPPP-M&E guides and facilitates the delivery of UNFPA’s programmes by monitoring results achieved during implementation.
S/he guides the development of methodologies as well as capacity development in monitoring and evaluation principles and practices to ensure relevance, efficiency, effectiveness, sustainability, and impact of the work of the UNFPA. S/he must effectively influence counterparts from diverse backgrounds to jointly contribute to achieving UNFPA’s mandate. The NPPP is a substantive contributor to the programme team in the Country Office. Internal contacts include the Programme Coordinator, NPO-M&E in the Abuja Office, and other CO’s programme/ technical team. External contacts include other UN agencies in country, and counterparts and partners in Country Program activities, including international and national NGOs, experts etc.

The M&E Consultant is also responsible in spearheading the roll-out of OVC M&E plan in line with PEPFAR and national reporting requirements and he/she is a member of the Project Management Team that is responsible for overall project performance.
Under the overall supervision of Associate Director M&E, the M&E consultant will assist the team on M&E related activities in the CUBS project. Under the supervision of the Associate Director M&E, the M&E consultant will provide support in, data verification, compiling/collating, Data entry, reports in focal states as needed.
Specific Responsibilities

The suitable candidate will have a graduate degree in statistics, demography, epidemiology or related field with focus on monitoring and evaluation and at least 2 years hands-on-experience at a senior position in monitoring and evaluation of HIV/AIDS and TB programs with very good analytical, presentation, communication and reporting skills. Familiarity with USAID and PEPFAR reporting systems is highly desirable, particularly for HCT, PMTCT, ART, Palliative care, and OVC programs. The candidate must be familiar with the Nigeria National M&E system and tools with excellent training and networking skills.
Background Information
Through PEPFAR, the U.S. Government (USG) is the largest contributor to programs for OVC in Nigeria. As partnerships with the Nigerian Government, UNICEF, and other donors continue to be productive and strengthened, PEPFAR support has been instrumental in helping key Nigerian government agencies to articulate standards for OVC care and guidelines for establishing OVC programs. Through the CUBS Project, PEPFAR will strengthen capacity of federal and state government agencies to plan and implement OVC programs. The Project will support the implementation of Nigeria’s National Plan of Action on OVC by developing and strengthening community based service delivery for orphans and vulnerable children.

Background
Under the guidance and direct supervision of the Deputy Country Director for programmes, the Programme Analyst for Monitoring and Evaluation is responsible for Planning and Monitoring and Evaluation of UNDP Nigeria Country Programme in accordance with the UNDP policies to ensure the accountability of the CO for its performance and contribution to development results, in line with Results Based Management principles and tools; to ensure that objective evaluations are designed and managed to assess effectiveness, efficiency; impact and sustainability of results; to ensure that Programme Planning, Monitoring and Evaluations are carried out in a credible and systematic manner.
The incumbent will closely cooperate with the staff of other units, UN agencies within the UNDAF framework, UNDP HQs staff and Government officials.
Required Skills and Experience
Education:
Master’s Degree or equivalent in Economics, Social Sciences, International Relations, Political Science or Related fields;
Prince 2 training and certification.
Experience:
Minimum of 2 years of relevant experience at the national and international level in international development issues;
Experience in monitoring and evaluation with a background in the analysis of socio-economic issues and related policy matters;
Experience in the usage of computers and office software packages, experience in handling of web based management systems.
Language requirement:
Fluency (both written and spoken) in English;
Knowledge of at least one national language would be desirable.
