IFES seeks an experienced Strategic Communications Advisor to work with INEC on public communications and preparedness ahead of the upcoming general elections. This position will work closely with the COP and INEC to improve communications preparedness, contributing to credible and peaceful elections in 2015.

Job Responsibilities:

Under the guidance of the Chief of Party, the Strategic Communications Advisor will be responsible for the following tasks:
• Undertake an assessment of the INEC’s communications and reporting methodologies, systems, and preparedness for 2015 elections, based on the INEC Communication Policy and Strategy Document;
• Train INEC officials on strategic communications and develop plan for communications and reporting procedures within headquarters, between headquarters and state offices, among states and between state and Local Government offices;
• Assist INEC to develop and implement communications systems to convey accurate information to voters before, during, and after election day, and address issues effectively through the national media;
• Assist INEC staff with developing communicating plans, procedures and guidelines for liaising with various governmental organizations and security agencies, based on the INEC Communication Policy and Strategy Document;
• Assist in contingency planning and developing communication crisis plan with relevant INEC departments;
• Implement strategic communications training and capacity-building activities for INEC staff;
• Assist INEC in developing and incorporating strategic communications guidelines into training of electoral officials, ad-hoc staff and security agents;
• Carry out any other tasks at the request of the IFES COP.

Qualifications:

• University degree or advanced education / certified training in Communications/Public Relations or related field
• Minimum 10 years of relevant professional experience in Strategic Communications
• Prior experience in working with Electoral Commission/s on Communications Matters
• Prior experience working in West Africa preferred
• Sensitivity to local political environment and customs
• Proven ability to plan and ensure targets are met
• Ability to transfer skills and work in close cooperation with local counterparts

BRIDGE (Building Resources in Democracy, Governance and Elections) training is the most comprehensive professional development course available in election administration, and is designed to improve the skills, knowledge, and confidence of both election professionals and key stakeholders in the electoral process. The program is a joint initiative of Australian Electoral Commission (AEC), International IDEA, and International Foundation for Electoral Systems (IFES), United Nations Development Program (UNDP) and United Nations Electoral Assistance Division (UNEAD).

As part of IFES support and assistance to INEC’s Capacity building drive, especially towards the 2015 general elections, IFES intends to conduct BRIDGE two modular workshops for INEC Administrative Secretaries and Heads of Operations. The modules are Strategic and Financial Planning and customized Pre and Post Elections activities. Modular workshops will be held in December 2014.

Job Responsibilities:

A BRIDGE accrediting consultant will be engaged and required to lead the planning, implementation and evaluation of the BRIDGE modular workshops and perform the following tasks:

•             Design and develop workshop content materials, including participants’ folders, training presentations, handouts and other materials as needed in collaboration with the other BRIDGE facilitator available and the IFES Nigeria staff;

•             Ensure all workshop materials are in place according to the workshop outline and supporting materials (handouts, books, articles);

•             Lead the implementation and facilitation of workshops;

•             Participate in the evaluation of the workshop; and

•             Complete other tasks as assigned by Chief of Party and the DC Program Manager/Officer.

Qualifications:

BRIDGE accrediting status is required for this position. Candidates with experience conducting BRIDGE trainings in Africa, preferably in Nigeria, are preferred.

KNCV aims to achieve effective and efficient use of GeneXpert MTBiRIF machines by building capacity of both the end-users as well as with National TB and National AIDS programs.

Provide technical and programmatic support, especially in the area of onsite support for installation, preventative maintenance and trouble-shooting to complement existing GeneXpert MTB/RIF roll-out for all partners with other donors.S/he will also contribute to the strengthening of working relationships with other staKeholders and building of systems for programme sustainability.

The Sir Ahmadu Bello Memorial Foundation (SABMF) - Established in 2009 by the friends, associates and well-wishers of Sir Ahmadu Bello, the late Premier of the defunct Northern Region and Sardauna of Sokoto in collaboration with the governments of the 19 northern states of Nigeria to
promote the exemplary ideals and legacy of Sir Ahmadu Bello. SABMF focal areas are Education, Health, Agriculture, Leadership and Good Governance, Entrepreneurship Development, Peace and Security.

As part of its focus on the advancement of education in Northern Nigeria, the Foundation provides financial support for 190 eligible undergraduates and Higher National Diploma students of Northern Nigeria origin in accredited public universities and polytechnics in Nigeria annually through the award of scholarships.

The scholarship award is worth N100,000,00 (One hundred thousand Naira) per student for the duration of an academic session. Upon award, it will be renewed subject to a minimum CGPA equivalent of "Second Class, Lower Division" for University students and "Upper Credit" for polytechnic students.Course Requirement
